Do the "why" essays help students that would otherwise be accepted get scholarship, or does it just help those on the cusp get in?

Part of me disagrees. I cant negotiate scholarship with school X stating that I'm considering Y and they offered more money after I raved about how X was my life goal on my why X essay...
