I think part of the problem here is that "diverse groups" don't generally have presiding officers. Not to obfuscate here, but I kind of think you would say "of" if it were an official body, and "over" if it were an event or some sort of ongoing proceedings. "Diverse group..." doesn't neatly fit into either of those categories.

Maybe I'm misreading it.
