an ED question

If schools have a deadline for submitting the application, say Oct 31, and it must be complete by Nov 15 - does this mean I can submit my app by Oct 31 but if I need until Nov 15 to get my LORs processed into LSAC I have a little more time?

It means the app must be submitted by October 31, and the it must be complete (all LOR's, transcripts, everything) by the 15.
