I think I have received like 2 speeding tickets in my life. They were both for 10-15 over.
The question reads as follows:
"Have you ever been charged with, arrested for, pleaded guilty to, or been convicted of any legal violation other than paid parking tickets?"
Does receiving a ticket for speeding and paying the fine constitute being "charged with" or pleading guilty a legal violation?
It sounds so harsh, am I supposed to say yes?

It is a violation of law, you should disclose. No school is going to care about a speeding ticket.

It depends on the school. Unless they specifically say speeding tickets may be excluded, you should include them.
