How do we find out?

I would be flat out honest with the school and email them directly to ask for one (you may have to provide reasons). That's what I did when I was applying last cycle and it was effective.

Did you try the LSAC fee waiver? If you qualify, almost all schools will use that one.

Start an application, then continue until you are about to submit it. When you are at the payment screen, if you got a hidden waiver, you will see "waived due to CRS fee waiver" or something similar.
