Should I submit my application before CAS is complete?

Do I need to wait until all of my credentials (recommendations, etc.) have been received by LSAC before submitting actual applications to the schools? Or is it okay to submit ASAP and know that my law school report will be delivered whenever it is ready?

You can do that and once the report is completed it is sent.
