If you decide to write it, I would just keep it concise and to-the-point, 3-4 sentences at most. Mention what sort of problems your roommate was dealing with and why it affected your grades. You don't have to include the part about you giving up. They get your full transcript as well so if they're curious they can see that it was only 1 semester. I personally think that the 3.2 can warrant a GPA addendum, but for schools where your GPA is above their median I wouldn't include it, maybe just for the schools where your GPA is below median.

I don't think a roommate is a strong enough tie to warrant this being a good excuse in the eyes of an adcom, although I'm sure you did a decent thing by helping out.
