CLS fee waiver
Does anyone know when they usually hand them out? Before applications open? September?
Also, is a 3.74/171 likely to get one?

I don't know when they give them out but considering you're below median LSAT and at median for GPA I doubt you'll get one. Sorry

Last year they were emailed on September 17. No idea what numbers got them, but you could search through last year's thread.

Anyone know if a 173/3.8 would get one?

Just go for it. Give it a shot. Email the admissions office and ask them. Say "I'm very interested in attending Columbia for etc etc reasons. However, at the moment the application fee puts my finances in a real pickle. Would you please consider awarding me an application fee waiver?" Something to that extent.
Good luck!
