Can you be waitlisted via ED?
If so, how does that work?

If I am understanding this correctly, yes.
Columbia ED applicants who weren't accepted were "deferred" which was a quasi-waitlist while being more of a soft rejection.

If you are waitlisted you can apply to other schools and choose to attend another school even if you are taken off the school you ED'd to waitlist.
