when to ask for a fee waiver

during what part of the admissions cycle should a fee waiver be asked for? is it before apps are even made available or after?

I have a friend who used to be in UF's admissions office and she said call as soon as you can. If the school waves it via LSAC than the sooner the better. She said sometimes it can take a while to get the fee waver.

I am actually interested in knowing the answer to this as well. I was planning to wait till the apps were posted but now I am thinking that I would hate to have everything ready to only have fee-waivers holding me back from submitting.

would calling sooner be better than emailing admissions after the apps are out?
