Does Applying ED Mean Waving Scholarship Consideration?

Is this true for all schools, on a case by case basis or not true at all. I feel like I have heard/read on various sites that applying ED removes you from scholarship consideration.

It doesn't remove you from consideration, but it puts you way down on the list. Why should they tempt you with money when, if they accept you, you have to go?

obvious exceptions are the schools with ED scholarships

I applied ED, was accepted, then received a merit scholarship. Not sure what to read into this, but it does in fact happen.
