Hello,
if an applicant receives scholarship money, then decides to attend another school, that scholarship money becomes re-allocated to another student within the applicant pool, correct?
I ask because a month back I asked for extra aid and was turned down. Now a month later and a bit deeper into this cycle, would it be wrong of me if I asked for more aid again? Is this typical?

That's not how it works. Schools give out many times more scholarship money than they actually have, because they expect only a fraction of offers to be accepted, similar to accepting many more students than those who will actually enroll. In the school's opinion, your application was not strong enough to merit scholarship money a month ago. If anything, all their money is already spoken for at this point.
