Should I re-apply? 3.48/172

Hi everybody. This forum has been a great help to me and I'm hoping it can do so again. I am admitted at Cornell (no $) and waitlisted at Michigan and Chicago. My gpa is 3.48 with three LSATs: 170, 172, 167 (in the order I took them, I took the last one with the intention of trying to get off of Chicago and Michigan's waitlist and I did no prep). I am straight out of undergrad and while I have some job opportunities there is nothing that is particularly great that I can do. My question is should I reapply and ED to Mich, Penn, or Virginia or go to Cornell this year? And, does the 3rd LSAT have a big negative impact if I do reapply? My biggest concern about Cornell is debt (~200k) given the legal job market. Thanks in advance for the help.
