Volunteer work on resume?

Does volunteer work belong on a resume? More specifically I spent a semester teaching limited english proficiency students reading and a semester working at a food bank. Also if it is not ideal, is it better then having a resume that looks like I didn't do much?

My resume (for apps) had work experience/basic education info/volunteer work/extracurricular leadership positions.
