I think schools loosely target the range of numbers they want, but I believe they also factor in the states you indicate that you're interested in on the CRS form. There are also conspiracy theories about schools offering fee waivers to applicants they know they won't accept to boost their selectivity stats
I personally haven't gotten any of those, though.
So I guess the answer to that question is a soft yes. Though it doesn't necessarily mean a school won't accept you if you didn't get a fee waiver, and the fact that you received a fee waiver doesn't necessarily guarantee admission.
