Do they offer scholarships after you're enrolled?
Say you are admitted with no financial aid, and finish in the top 10% for your 1L.
At this point, would schools offer you a scholarship to prevent you from transferring out? Or do they know that you're most likely stuck, and offer you nothing?

I would *guess* the likelihood of a scholarship offer depends on the ranking of the school. That is, schools that have high transfer rates might offer incentives to stay, while schools that don't probably won't say anything. Regardless, you can contact your financial aid people and negotiate a merit scholarship on your own. Don't wait for them to offer you money, got get it.

UMN has been known to offer scholarships to 2/3Ls. I don't have info on other schools but I'd be interested to see what TLS comes up with.

I remember reading somewhere that Fordham gives like $5000 to its top 10 (not percent) students

You have to apply to transfer to a school that is ranked MUCH higher (25 or more spots), get accepted, and show them the acceptance letter in order to negotiate, but yes it is possible. I really do mean that the school you get into needs to be ranked a good deal higher than your current school for them to actually give you money.

Though most people on this site probably don't care, everyone in the top 5% at UNLV has a full ride. Granted, thats only like 7 or 8 ppl per class (not counting the people who got admissions scholarships), but it is still pretty sweet. I'm guessing that it is the only way to keep the top students from transfering to a higher ranked CA school.
