As part of the application for my top choice (albeit a reach), an optional essay could be submitted in addition to the standard PS. The optional essay is supposed to be about what I find attractive about the LS, etc. For a variety of reasons, including being smitten with another school that offered some money early on in this process, I didn't submit said essay.
Now, a little over a month after my app went complete, I'm considering sending in this optional essay with the hope that the committee will look more favorably upon me. As I said, it's my top choice and a school I would happily pay sticker for, and I also did UG there for whatever that's worth to adcomms.
So I guess it boils down to two questions: 1) Can/Should I send it? and 2) If so, will it matter?

"Yes" and "Quite Possibly". In your case the optional essay would also serve as a de facto LOCI
