when they say mid-late July do they mean it? (U of Houston)

University of Houston says the regular decision applications (those complete after December 1st) will receive notice mid to late July for part time admission. Does anyone know if they really wait that long? Has anyone been accepted to the PT program at U of Houston for 2010 and if so when was the application completed?
