March 1st=beginning of new cycle?
Is March 1st generally considered the beginning of the next cycle? I know some schools (Iowa I know of) have extended their deadlines to April but is it considered ok to start e-mailing admissions questions about next cycle pretty soon?

I mean you can do whatever you want in terms of emailing ppl, but I doubt adcomms are much concerned about 2011 cycle yet. They are still dealing with this cycle. Not to mention that you have to wait till the apps are up on LSAC anyway. If you have a question I think they would be willing to answer it anytime.

Realistically, the next cycle begins on November 1st 2010. I think they might accept them starting before then, but Nov 1 = target date for the earliest possible application and potential boost.

Some schools have extended deadlines to April 1st. So, if we're being exact I would say April 1 is the time to begin "waiting for next year."
