hispanic but not PR or mexican

So, if you are hispanic but not puerto rican or mexican you are not a URM? I have heard this but I am not sure. Anyone know?

According to people on here, no, you're not a URM. You could get a slight bump because schools want diversity, but you won't get the large URM related bump.

Ya according to TLS you don't get a boost but I have seen non-URM Hispanics get into schools with both numbers at the 25%. Also, most of the top schools have a Hispanic enrollment of under 6% (this includes puerto rican and mexican) which is much lower than their overall percantege in the US which is 15%. For example at UVA the entire Hispanic enrollment is under 4% which would lead me to believe that they must be in need of Hispanics.
