Third LOR not in yet, can I still apply first?
I am waiting on a targetted LOR still. Can I still apply mark my targetted LOR to the school I'm applying to and apply right now? Will LSAC send this LOR once they receive it?

What should you do if you think your third letter may not arrive? (Recommender is somewhat unreliable based on past performance) Should you advise the schools to just go ahead and process.

Check with your school's policy of LORs and be careful! Especially if this is a targeted LOR.
A small number of schools will complete your application if two are received. If this is your third, it may not go into the file.
And about unreliable recommenders, I constantly emailed mine. Finally, I worded a short message asking what day the letter was sent out as I worry it may have been lost in the mail. I then said I would stop by with an overnight envelope to ensure that LSAC would receive my LOR in time. That last message was what got me an overnight tracking number the next day.
