They own 6000+ apartments around campus that they lease out at below-market rates to faculty, staff, and graduate-level students (undergraduates have separate dormitories). It's been the practice for decades. As to why, I'm not sure--probably to encourage students to live in the neighborhood and engage in campus life. Historically, it was probably also much better housing than you could get in the surrounding neighborhood.
