Last year Columbia came out with their hidden fee waiver on the 13th (monday) and then emailed fee waivers on the 14th (tuesday).

NYU the first hidden waivers came out on the 7th and then people got snail mail waivers on the 20th and 24th.

Someone below their 25th in GPA is unlikely to apply anyway so the best way to get them apply and decline them thus padding USNWR numbers is to offer a fee waiver.

I know the only way I'm going to apply to T6s is a fee waiver more than likely unless I have the guts to pull the ED trigger.
