BU did that to me. Told me they didnt do merit based solicited and turned around and gave another person one within an hour. After attempting to solicit fee waivers from like 30 schools, the "We do not offer merit based fee waivers" line is when they are just NOT interested in your numbers. Often these same schools do offer (even solicited) merit based waivers to other people. My guess is it strings you along just enough that they can collect a $100 app fee from you while still getting to reject you for a selectivity boost

I actually e-mailed Columbia, and they said it's all done through CRS, and if I qualify they will be in touch with me. I suspect there will be another round going out even before the October test. That definitely could be true (and I didn't get Penn either). But I recall seeing someone posting his actual e-mail from Columbia, and it specified that the waiver was solely based on his LSAT score.
