September takers -- I just found hidden waivers from NYU, Michigan, and Northwestern as well.

Just got an unsolicited waiver via email from UPenn. Is this common for URMs regardless of numbers?

It's not uncommon for statistically competitive candidates, whether or not they're URMs.

Sure, I just don't think I'm a statistically competitive candidate so I attributed it to that. A little surprised.

I'm considering not applying to Chi and Columbia because of the lack of fee waivers. If they don't give me fee waivers, they're not gonna give me scholarships.

Well there is more slack in being competitive for you if you're a URM, no question.

I'm pretty sure Columbia hasn't given a single fee waiver to any first-time applicants, and I'm sure they won't be giving zero scholarships this year. So I wouldn't read quite so far into it. But for the record I'm also pretty irked about Columbia's fee waiver stinginess.

Nope, actually I did volunteer stuff independently, not through TFA or Peacecorps or whatever, and Berk gave me a fee waiver.
