I don't think it is that hard. When you submit the application, you just select option 2 - that you will pay the school directly. This allows you to print the certification letter to mail in to USC along with your fee waiver form (once it is received). So all you pay to LSAC is the $12 report fee. It's not an application for a fee waiver - it is just a form to show the Law School that you received one.
Also, just got denied by Georgetown - 167/3.75
