Successfully solicited Duke today, although they didn't include a code to enter for a waiver and they indicated that they were already planning a more "formal" email for later in the week (perhaps priority track?). It was basically a "yeah, we were already planning on giving a waiver" email.
No Cornell blanket email though.
I even sent them an email inquiring about merit based waivers with no response as of yet.

I just feel like an undesirable being above median everywhere but not good enough for a cornell waiver. I also got a blanket Cornell email with no waiver. I spent all week trying to convince my wife that Ithaca would actually be a lot of fun. I feel a little betrayed.

Also, for the people who received no e-mail at all from Cornell, they may come in waves like Chicago's did last year. I remember one person in particular being frustrated because he didn't receive a fee waiver from Chicago with a 173+ 3.9+ and he eventually got one a week or so later. No inside info, just some speculation.
A few more weeks before submitting won't hurt your chances of getting in with $$, so just wait it out before you decide whether or not you want to shell out the extra 80 bucks. Of course, I'm going to encourage you to apply because you never know what can happen in your cycle.
