I don't think most people get a Cornell waiver (even if you have really good numbers) and I'm not sure why. I'm hoping to receive one as well. I received one in a previous cycle (I took the LSAT but never applied) on September 20. I tried to solicit one. Columbia told me what the website says, but when apps open I had one. BC was pretty receptive to my request, but I asked too early in the cycle for them to process it. Then I was accepted elsewhere and decided I wouldn't apply after all so I never checked back in. For Northwestern you're right about there being no fee before a certain date, but you still have to apply for a fee waiver (which they will 100% give you).
