No, it's not. Especially if he has Fl ties and goes to a top school. There are firms in Fl. I don't know of any that are based out of Florida, but I know a few have offices in Fl.

I would retake and shoot much higher than GULC for what you want.
I can think of 6 TLSers who are Floridians who went to top schools and targeted that market this year. 4 were shut out altogether, one who got an offer got one offer and went to the tippy topest of schools and the other was a truly special snowflake.

Schmo-y GULC turncoat bros are dead on arrival.

I was being somewhat hyperbolic/jokey and of course that's all anecdotal but I've never heard of a market being that bloodbathey.

Anyway, my whole point was "Just do top school bro" is nowhere near sufficient, not even close. That might work for other markets but Florida sounds like it's own beast.

Anyone who goes to a T14 needs to make peace with the fact that if it happens for them, it will most likely be in NYC.

You are choosing two difficult markets to gun for, in two different senses (FL doesn't really have that many law firms and DC is super competitive)

ED GULC for DC does not seem like a wise choice for me.. Although GULC is in DC, they usually place their graduates in places other than DC due to the fact DC firms are quite picky and that they will more likely hire yhs+uva students. Therefore, as someone has mentioned before, I'd retake and try to get in uva if I were you, which would give you a better chance for DC. (Seriously, forget about FL)

Anecdotal but I heard from a Miami native that the ENTIRE biglaw market in Miami has just 50 spots per year. 50!!!
