The difference is the first one scored 174 on his first try.

Some schools explicitly state they average... others do not... other say they do not, but will consider all scores.

Short of it... I rather be the former applicant, but would be ecstatic to be either.

Are you going to not apply just because they might average?

I expect you are going to apply anyways so don't bother wondering since it doesn't matter.
