I am guessing the answer might differ from school to school. For instance, at the top end of the T14 (e.g., Chicago), I doubt it's a case of YP. More likely perhaps that they just think anyone with your numbers will likely be applying to schools like theirs, so why give you a fee waiver if you'll be applying anyway? Then, for the bottom part of the T14, I think it might well be a case of YP. In any case, I really sympathize with your situation, and I think it's complete BS. I'm a little puzzled as to why people with lesser numbers got automatic fee waivers from these schools while I did not. Is it due to proactive yield protection or something like that?
