Also, what's the deal with Penn? They do CRS waivers? They have some form to fill out on their site, but it seems to be for need-based waivers.

They use CRS, though I didnt get one (after first round of waivers were sent out) and I emailed them and asked, and received one within a day. My GF also emailed and asked and they said no. I believe Cornell doesn't give them via email but does apply it retroactively, meaning if you submit and happen to get an email from them 2 weeks later or something, then they will refund it.
