I wouldn't read anything into it FWIW. You know from your numbers and your app roughly how good of a shot you have. For places that typically have hidden waivers (such as NYU) would it be better to just not email them asking for a merit-based waiver? I know sometimes it won't show until you are ready to submit.

received fee waiver from all top 14 except HYS and Columbia since the october release date
received NYU, virginia, michigan, and geogetown today.
i think they just send out fee waiver to whoever has gpa or lsat above the 25 percentile

i received a similar email, but in the end, they said:“ Due to our belief in your potential, your application fee has been waived as well.”
i think you should email them and ask for it.

I solicited UVA a couple of days ago and then turn around today and get a CRS waiver from them today lol. Also since yesterday received Penn and WashSTL. Received the same troll Gtown email about how I'd be a great applicant but apparently not great enough for a fee waiver.

I went on a spree last night and emailed about ten schools for waivers. Politely told no by Harvard, Stanford, Berkeley, and Columbia. Now I feel a bit silly because some research told me that the first three only give need-based ones.
George Washington waived my fee based on merit and Northwestern told me that everyone who applies before a certain date will get one.

Hidden waiver from Columbia - I'm an international with no GPA, if that helps anyone. The only other non-solicited T14 waiver was from Penn. I've solicited Duke and UVA.
Any GPA-less internationals heard back from Chicago or NYU?
