Doubt it. The problem is getting first-time takers; how many people take 3 or more times? That is indeed golden. It it were true that there will only be 450 with 175+ and H and Y keep their 75th percentiles then they will take at least 200 of them between them. Not surprising, they have a max of 25k a year for scholarships (although theres are exceptions). If I was a dean at a T-14, I would drop tuition by about $10K. This would help immensely with maintaining medians.

I would of reduced the class sizes resulting in increased medians, during 2000-2007
