Is this Cliche?

In my personal statement, I say that law is the greatest agency for change. Does that sound too cliche?

Not per se, but it really needs to be judged in the context of your entire PS.

I feel like this would only be ok in two instances:
1) if it's not something you just briefly mention out of context in your PS
2) if it was still 2008
