Traditionally, you get one phone call when get arrested, and you call your lawyer or your parent or a bond agent to come pay your bail and get you out of lockup.
I assume GULC doesn't literally want to know who you'd call to bail you out of jail, but probably more of a metaphorical "who's the one person you can always depend on/you trust the most/you think of first to call when you're in trouble?" That sort of thing. At least that's how I interpret it.
