Confusion about the PS Forum

I've read some of the ones posted here and I'm a bit confused. Is the personal statement supposed to be a narrative that lets adcoms know who you are or is it supposed to be more of a formal essay that describes the attributes that would make you a unique addition to a given 1L class?
