Tailoring your personal statement towards a certain school?

Is it good to tailor your personal statement towards a certain school? What's the best way to do so? At the end? How long should you take to do this? No more than a paragraph?

With Berkeley's personal statement, since their limit is 4 pages, is 1.5 pages of talking about why you think Boalt is the right school for you too long?

It probably helps - if you can give a reason why school X is a good fit for you, then this gives them an indication that you have thought a lot about your decision, that you are likely to participate in their community, etc. I wouldn't focus on it too much though - I had one or two sentences in mine about why I wanted to go to school X. 1.5 pages might be a lot (keep in mind that a 4-page limit doesn't necessarily mean that they want you to write 4 pages).
