So.
I want to go to UVA.
I want to go there so badly that I moved to Charlottesville, got a job, an apartment, and am living here so that I can gain residency in Virginia and apply first thing this fall as a Virginia resident (I want the in-state admissions boost and the in-state tuition).
Is this something that I can/should mention in my Why UVA essay? That I moved here specifically because I want to go to UVA Law? Or does that sound too desperate/lame?
I'll be applying ED on September 1st (if my June LSAT is high enough -- PTing in the low-mid 170s) and I hope that that will show my interest as well.
Would mentioning my move be overkill?

Don't center your why X around it. But you can mention that you recently moved to VA and have a strong desire to make it your long term home (something along those lines).
On the other hand, if you like UVA so much that you did all that for it then I assume there are legitimate reasons for loving UVA so talk about those!
