Is it okay to send, as an addendum, a "Why XYZ School" statement? I don't have room in my PS but I have very real reasons for applying to certain schools, and I'd like to express these.

I'd say yes. I asked this a few time, and the worst that can happen is they're too lazy to read it. But if you're borderline and the adcomm knows you love the school and will probably attend, it might help.
