3 page PS and 1 page "Why GULC"
Is that too much, or acceptable?

Unless it's Berkeley, do a 2 page PS. Remember that they are looking for well-written statements that make a point concisely.
Edited to add: What the ppl below said also applies--no rule is hard and fast except for where specifically stated by the school. I did 4 page for Berkeley and 2 pages for everywhere else.

I submitted a four-page PS to everywhere I applied. GULC's dean called to personally congratulate me for my PS yesterday (and freaked me out, because I had no idea why he'd be calling when everyone else was getting letters...but he was awesome!). So I think the two-page rule is not always the case. If you think your PS is truly exceptional, it's okay if it's long. If you think it's just a normal to above-average PS, shorten it if it's at all possible.
