Can you remove submitted PDF

If you attach a personal statement or resume to your application, can you view it before the final submission and unattach it if the formatting is messed up?

Yes, although what you are describing is not a "submitted" PDF. Once you've submitted, you can't rescind it. I had a formatting issue (messed up when it converted), and accidentally sent it to 3 schools. I had to email their admissions office, and they added my error free essay to my file; they didn't remove my old one, however, so they still could see the error if they wanted to.
