PS v. GPA Addendum

I have had a severe financial burden (due to family circumstances) and several serious obstacles that have impacted my freshman and sophomore years. I would rather write about another topic for my personal statement, so I was wondering--should I include a GPA addendum to explain?

Yes. Your PS should be about something unique to you and should convey your personality as you want your reader to understand it. Any information that's not in your PS but that is pertinent to your academic record should go in a GPA addendum. Just make sure your addendum is concise and concrete.
