Timing of Negotiation: Negotiate now or in spring

I've received all my bargaining chips to negotiate with my top choice school. When should I initiate the negotiation? Can I go ahead and start now? If I try to negotiate now and fail for funds, would I be able to retry negotiation in the spring? If it helps, I'm above both 75ths at the top choice school, and I'd be looking for less than a 15K increase.

If you have offers that you can use, no point in holding off. What's the target school and what schools are you using to negotiate?
