I don't know to much about negotiating (will be going through it in Feburary and March), but it seems a bit early to be asking to negotiate scholarships. That is probably why the school has not responded.

The school actually just responded as soon as I posted this. Either way you're probably right, I just applied pretty early this year and I wanted to strike while the iron was hot.
