It can be done, but generally, getting any money at all off the waitlist is a great outcome.

If you have a better offer somewhere else (or a similar offer from a higher-ranked school), see if you can use it for leverage.

I mean it doesn't hurt to try. Just be up front and honest. You would love to attend X school but you are not sure if you can justify it financially and you're considering sitting out a cycle. You don't have other offers as leverage, but it can't hurt to just try so long as you're polite.

I got a 50% ship to a school ranked about #60 and nearly a full-ride from a school around #70, both off waitlists... but, I also brought my LSAT up 5 points after being put on the WL. Go ahead and try to negotiate, you might as well - what's the downfall?
