So I'm deciding between CCN and received merit-based offers in this order:
1. 45k from Chicago
2. Notified Columbia about Chicago scholarship and they came back with 40k
3. Notified NYU about Chicago and they came back with 75k
Can I use NYU grant to further negotiate The others or is it too late?

Not too late as long as no deadlines have passed.
