So I'm deciding between CCN and received merit-based offers in this order:

1. 45k from Chicago
2. Notified Columbia about Chicago scholarship and they came back with 40k
3. Notified NYU about Chicago and they came back with 75k

Can I use NYU grant to further negotiate The others or is it too late?

Agreed. If deadlines haven't passed, take your NYU offer to Chicago to repeat.
