Looking at your list, I think you should wait to see if you get BU and ND and how much money you get. Right now, you don't have anything that provides clear leverage against another choice. That shouldn't stop you from asking, though. If you started now, showing Wash U the Minnesota offer might get them up. Then, you could bring an increased Wash U offer back to Minnesota and see if they go even higher. Then you take your best offer between those two to Loyola/Chi-Kent and see how much further they go (do their scholarships have stips?).
The Boston thing doesn't make sense to me. That market isn't supposedly insular, it is insular and I would not go to BC/BU if I did not have the intent to practice in Boston. Going to those schools to practice in Chicago just does not make sense to me, when there are plenty of perfectly good schools right around Chicago to choose from.
Did you apply to UIUC?
