When to open negotiations

I have been accepted to School A and B, and waiting on C (USNWR ranks in that order). School B offered me a substantial scholarship. School A hasn't made any money offer yet. When is a good time to email School A and tell them about B's offer? Also, should I get in touch with C at all? B and C have nearly comparable rankings while A is a couple spots higher.
