So don't go, then. I can't imagine them not giving out full ride scholarships beyond ED, but if that's actually the case, and it's not financially feasible for you to attend otherwise, then go somewhere else. Or don't go at all. You're the buyer, and it's a buyers market.

General rule: it never hurts to ask. If you've got a better deal elsewhere (either in raw scholly money at a comparable school or equal/lower scholly at a much better one), then tell them what it'll take to get you to go there. Worst case, they say no. But don't let their "rules" serve as an excuse from upping the $ if you have a better deal elsewhere.

If you're sure you'd attend if you got the full ride, ask them to reconsider your application as a binding ED. Offer to sign the fancy form or whatever.

Did you apply FT or PT with GULC? The extra year is a pain in the ass but now that they're giving scholly money for PT it might be worth it because A. it's net cheaper (not counting living expenses but you could also work while doing school) and B. GULC is desperate for PT people.

A couple people do it without working and we hate them/they might have had a harder time during OCI. It's not hard to find a day job in DC if you're just looking to pay the bills. Shit, you could probably get some crappy job at GULC first, wait a year, then go PT for free while working there. People who work full-time (for a year or more I think) at Georgetown can get a free education there. A ton of my fellow PT'ers are current employees of GULC. I have no idea what 'TAP relief' is but you'd basically have to 1. not accept admissions from anywhere, then 2. land a job at Georgetown, and then 3. re-apply while an employee and if you get accepted (which you would with your numbers), then you can go the following year for free.
This isn't really a serious suggestion though duder. Like it's a thing that people do but not something I'd sit here and seriously recommend over your current course of action

I don't know but there are some people who do the lowest-status office jobs and still get a free ride so I'm guessing it's open for all. Just to clarify (this is the last thing, I swear): Are you saying that all admitted PT students, who have been employees of Georgetown for a year, would be able to attend for free for all 4 years? My main fear in this scenario would be working there for a year, applying to the PT program, and then being told that doesn't apply to law students or that I don't qualify for full tuition for whatever reason.
